We don't know, frankly.
Although progress has been made silently in the past.
I'd say it's likely it is still being worked on, but I wouldn't be surprised if development has stopped.

If the development has been stopped. The creator or someone close to him should is telling us the news about that, But I agree with your take that he work that in the side. It would be strange to just stop development without telling anyone.
