If the development has been stopped. The creator or someone close to him should is telling us the news about that, But I agree with your take that he work that in the side. It would be strange to just stop development without telling anyone.
 
it's either cancelled, in a state of limbo or hiatus. i'd say just wait until sylvegamer will respond
