the cel shaded models increase the filesize a ton and theyre kinda hard to maintain
stuff in the bonus pack is basically stuff i wont guarantee to update/work on forever while stuff in the main pack will pretty much always be supported as i work on this

I extracted the folder, i put it in addons, and then it just shows the folder but not the actual skins. is there anything a can do to show the skins?

Dude, You don't put the folder in addons, You put it in the models folder. Basically, You put kal's folder in the "models" folder the game comes with, Then whatever models you want to use, Copy and paste their assets into the vdlc/play+ directory, Then change the text directory to VDLC/PLAY+
 
It showed the folder, but there was nothing in it. Sorry if I'm doing this wrong, I'm new to figuring these things out.

In fact, everything in the folders in models is empty.

My srb2 is fresh and i didn't delete the files so now im confused. is this mod even for pc or is it for android?

There are no characters, actually.

There's a whole list on the overview page about the included characters, supported mods, and the recommended settings to use with the models (not to mention there are also beautiful renders of the most important characters featured in the pack.
