EDIT: figured it out, and here's how to unlock it
1. Get all seven chaos emeralds
2. Get all seven fake chaos emeralds
3. Open the X sonic menu (custom 3, then custom 1 or 2)
4. You'll have it unlocked

I think that's because of a glitch with x sonic,maybe after you did the ring burst you got yourself with a glitch.

I think that's because of a glitch with x sonic,maybe after you did the ring burst you got yourself with a glitch.
