[Open Assets] Whirlwind Slowfall Passive 1.1a

I always saw the Whirlwind Shield as a poor replacement for the Thunder Shield. This actually makes it a bit more unique. Nice :3

This mod is perfect for the Whirlwind Shield, and provides a perfectly balanced passive to the shield rather than being too floaty (like SRB! '20) or too overpowered. A simple decrease in gravity, and this small change makes a huge difference.
