[Open Assets] Haya's Expansion Pak v1.2.1

Quick update to remove the DRRR speedometer graphics. In place are new graphics made by AchiiroMako. That's it, there are no other build differences other than changing the hash on snowy_files.kart. Please tell me IMMEDIATELY if it doesn't work.

Please check out Saturn in the future, as I probably will no longer update this.

Mostly work getting upstream features from base Galaxy.

• [Indev] - Fix possible segfault for cvars registered from lua with flag CV_CALL
• [Indev] - Fix ban.txt crash
• [Lactozilla] - Fix FreeMipmapColormap segfault (2.2 backport)
• [Lactozilla] - Fix possible segfault when fading music (2.2 backport)
• Myself - Readded uppercase menus (somewhat) via the menucaps cvar.

This build also now includes 64-bit binaries! Be sure to read the readme.

Mostly merging back features from base Galaxy, such as perfstats, and other stuff.
This also includes a rework of the localskin command, so less finicky stuff and acts more like map command parameters now.

This also includes snowy_files.kart by default now, so no more missing file crashes!
