[Open Assets] Airtight Metal Characters v2.01

- the argument used to default to false upon starting up a save file, this is now no longer the case

- new command
- new code
- only works on machines like intended...

V2 actually works on non-metal characters so V1.1 stays for a bit longer

- The code has been entirely revamped
- You can now toggle whether the lua is on or off using the command ```atmetalchars (1 or 0)```

- Fixed Eggman and Eggette being able to use this lua
- Fixed the file name and page title being different
