This topic is so hard to awnser for me, even though, I´m glad someone made it, thanks... It´s kinda hard to remember, but I think Sonic, I will say something else when it comes to my mind.
 
Most of the aspects of Lucario's character are kickass, so I'll go with that. Sonic and Link are close contenders, though.

Gordon freeman. I mean, his character is so well developed and deep, what's not to like?
 
Mine would be Kirby. One reason is that he was the first video game character I ever played as. The other is that he is just so damn cute.
 
Knuckles the Echidna. He has such a badass-solo-tough-guy style :3

Birdo and Dixie Kong.

Birdo has a really unique personality, and he looks cool.
Dixie's some energetic monkey girl with a ponytail. That interests me.

Hmmm...... I'll go with Kirby or Dr. Eggman: they're both round and are full of awesomeness.
 
As far as character design goes, I always thought the villain bombers in Super Bomberman 2 and Bomberman 64 were pretty badass.

Otherwise, Sparkster, because he's an opossum in blue armor that fights with a sword and flies around with a jetpack. I needn't say anything more than that.
