Will 2.3 have good compatibility with 2.2 mods?

It's way too early to say IMO, 2.3 won't be out for at least another few years, and it's early days.
 
It's quite ordinary for major updates to break compatibility with mods made for older versions, so I wouldn't get any hopes up otherwise. I'd expect character mods to have issues with scripting, possibly incorrect sprites displaying for various states, etc. Levels might kind of work but anything done completely custom might not work correctly, pure script mods like momentum changes and the like will probably barely work at all, and anything that includes its own sprites in general will display incorrect colors if the new version of SRB2 changes the in-game palette.

To maintain compatibility with old mods they would have to specifically go out of their way to not change anything that might cause a compatibility conflict. In all honesty though, I'd expect this not to be their main priority. It would be more important to make the game the best it can be, not preserve compatibility with mods created for outdated versions. Maintaining compatibility of mods with newer game versions is the community's responsibility, not STJr's.

Everything said here is correct. Will 2.3 have good compatibility with 2.2 mods? Probably not.

In the interest of making the best game possible, 2.3 is likely going to have some big overhauls and refactors done internally to core modding features that would make innovation hard if we were to keep compatibility. Of course, that's not to say programs won't be created by us or the community to convert mods over; for a simple example, 2.3 won't load binary maps anymore but you'll still be able to convert them to UDMF using writetextmap as usual. Porting might be a more demanding task in the end, but I have no doubt ports will start flooding the community once the next major version is out, as has happened with every previous major version with compatibility breaking changes.
