Why isn't the download progressing? Any solutions?

My friend wants to join my server, which is being hosted by Radmin VPN and has mods, but when he tries to join, the download doesn't progress; it only happens with certain mods.

Uhhh obviously XD I don't know what's preventing the mods from loading, it only happens with certain mods
