Why do only some servers appear on the SRB2 MS Launcher?

The title says it all. And my server never appears on the Launcher. Why?

Only servers that have port 5029 open will be listed on the MS launcher, you can see these servers that don't have port 5029 open via listserv or the MS site, but you can't join them.

How do you open that port?
