Why do almost every momentum mods get 3-2 stars?

I find it kinda weird.

Unless something is extraordinary, D00D will give them a 3 star rating as an average rating. A 2 Star rating from him usually means that he’s not really impressed with it, but it’s apparent that a lot of effort went into it

Adding onto this from what I've observed:
1 star - Just barely made it past qualifications, not really quality.
2 stars - Not impressed, but clear that effort went in.
3 stars - Average mod, not really an offensive rating.
4 stars - Good/impressive mod, this is a good rating.
5 stars - :ascend: (Some of the best mods he has judged.)
 
Another trend you will notice is that... I'm sometimes the only person to rate a mod. If you think a mod deserves better (or even worse), then you can be the one to push them in the direction. Ratings don't change without some support.

And I usually stay neutral on addons unless its something I really like or dislike, or something that leaves a strong enough impression (one way or the other). I can't give a proper review on everything, but I like to give at least one rating as a "first impression" sort of deal, and say "Welcome to releases!" like I used to do back when they were forum threads that needed to be bumped with some form of post. I usually leave proper reviews up to others. Still, one "first impression" rating is better than... absolutely nothing at all.

Do you generally follow the same rating scale that Inferno posted above? I once saw a comment on one of your 2- or 3-star reviews, which criticized your habit of giving bad reviews without leaving any advice for improvement or indication of what's wrong with it. I wholeheartedly agreed with that criticism, but if two stars doesn't necessarily mean "mediocre", then I guess it's probably not as unreasonable as I thought.
