Why can't I post any new threads in Kart releases?

I have a couple of mods in mind to post there, but I can't post any new threads. Why is this?

You can't post a thread directly into the Kart Releases & Mods forum. Submit it by going over to the Submissions forum and read the guideline threads there. Your addon needs to have been analyzed by a Judge first to determine whether or not it'll pass, and if it does, they'll move it into whatever sub-forum that fits.
