Why can't I make the thok barrier?

I'm trying to make the thok barrier, but I don't understand the instructions, so I go into the walls and then comes that horrible hall of mirrors. Please help. I'm a rookie wadder.

How to make a thok barrier: When you make a sector, make another sector inside or out of it, I'd say either 32 or 64 pixels away. Now, you'll see a rectangle-ish sort of thing on the outside of the sector, like so:

Right click between the two barriers that make up your new rectangle, and set the floor and ceiling height to the exact same amounts.

There's your thok barrier.
