I'm unable to find it and I really want to be able to check out some mods on Steam Deck, so any help is greatly appreciated.
where does the flatpak version of Ring Racers have its addon directory?

Sure, you can find it here: ~/.var/app/org.kartkrew.RingRacers/.ringracers
Inside you'll find an "addons" folder, along with your save games and other data.
In Dolphin (desktop mode), enable "Show hidden files" in Dolphin to reveal the .var folder in your home folder. Or, click the folder path at the top of the window to reveal a textbox, and paste the location above in.
