No; doom2.wad is something that comes with the bought game, not something you download off of some site as an extra required file. I was about to compare it to that of distributing a ROM, but I'm not sure how close they stretch.

If it's FreeDOOM, yes. If it's the official id game, no, tell 'em to buy the thing for, like, $5-15 (the latter price netting you ALL the DOOMs save 3).
