The series is merely uploaded to my channel after Fav compiles the submitted trailers. I don't make the trailers themselves, and I wouldn't know which camera mod you're referring to anyway since the original post doesn't specify. I'd need to know what part of the video you're referring to before I could answer.

I imagine most people just change the camera variables in the console to manipulate its angle or freeze it in place. See this wiki article for details on all of the options: https://wiki.srb2.org/wiki/Console/Variables#Camera

As Lach said, this isn't the work of a mod, but rather people using console commands to freeze the camera in place.
