You just don't have a powerful enough computer to run it. The ultimate cheat turns anyone who activates it into Sonic. You need a really stronk computer to have it work, though.

It would probably just be a single toggle that activates/deactivates god mode and noclip at the same time and lets you fly around freely while active. Either that or it would just let you instantly clear whatever level you are in whilst also collecting all the collectibles and rings and destroying every badnik/boss to add to your score.
