I'll allow it just barely, since it is on the very edge of it due to how it uses the ROM you supply it. The reason Sonic 1 Forever didn't qualify was because it doesn't use a ROM at all in any form.

You are right about S3AIR, since it uses a rom if you don't have the Steam ver. S1F and S2A use apk files.

Sonic 3(K) is official. Inferno said ROM hack. Examples of this are Sonic 2 Recreation, Sonic Egg Factory, etc.

A.I.R. isn't a rom hack, it's a fan remake. the ROM is only there for emulating the soundtrack.

it doesn't even need an emulator or legit genesis to be played, it's an executable.
