What does "orbital Looking" do in the camera settings??

I was tweaking the settings for gamepad use, and I cannot seem to find what this setting does? Everything I search seems to be about a level named Orbital Hangar.

(I also couldn't get it to work with a gamepad though)

Ah ok THANK YOU. I actually got it to work with a game pad, it had to be the correct Rudder, which was X-rudder- for me
