WADs and their complier?

The best ones to make level wads are WadAuthor and DoomBuilder. You can simply go to www.google.com and google up either of them.
For making character wads, either XWE or DeePsea. I've heard of lumpmod, but I'm not so sure about it. You just follow Hotdog's character tutorial, and you're good to go.
For scripting, like only editing some stuff from the SRB2 game, open up the SOC Editor, found in your SRB2 folder. Just follow the on-screen help.
