Doom Builder is probably the easiest tool you'll find for level creation. It's a bit confusing but after reading the tutorial on http://www.lawrencegearheadz.org/~a441/ you'll get an idea of what it's like. You simply create shapes called sectors, each having their own floor and ceiling height, and you attach sectors to each other to allow the player to move through all the areas. It's a bit confusing, and you'll run into problems, no doubt, but in a way it's actually kind of fun to do.

And also, the archive on that site contains the config file needed to make SRB2 compatible with Doom Builder. Don't forget to put it in the Doom Builder folder!

It's out-dated. That's v1.08, we're on v1.09.

Ah, where to find the config for 1.09 then? Still a bit new around here. I help other new people with what I know, but I still don't know all. =P

That one has a tendency to crash when you try to edit Map Headers. (Yes, this config allows DB to edit Map Headers.)
