Thok Barrier Question

When making a FOF, do you need to make a thok barrier for EVERY FOF, or do you just need one Thok Barrier and it works for everything else?

You just need to make a thok barrier going along the outer part of the map and that's it (well it works for me that way)

You only need a thok barrier for the areas the player can move in. Far as I know, you don't need it on any control sectors or anything.
