You might be able to find a program on github that corrupts files for you. Do you need something that corrupts a file on the go for, let's say, a Sonic.exe type mod? Or do you just need one right now?
If you need it to be triggered by ingame events, I bet some kind of Lua code might work (I never used Lua, though).

I checked Github. I'm not sure it's allowed to put a file corrupter into a mod just like that. So I recommended it for personal use and recommended Lua for in-mod use.
