The autoexec.cfg file?

I have made an "Autoexec.cfg" text document that has the commands typed just like this:

name hsew
color dark_blue
bind x quit
internetserver 1
vid_ticrate on
netstat on

but whenever I start up SRB2 the file never loads up! My guess is the fact that
A. the file name is incorrect
B. the file type is incorrect
C. the commands aren't typed properly
Could someone help me out here?

I think it IS loaded. The problem is that SRB2 doesn't seem to like NAME and COLOR very much, in that it won't set you up for a netgame with them. Try using x for quit. See if that worked. If it did, there;s your problem.

I tried x but nothing happens. Is there something to look for in the console that will say whether or not it has been loaded?

Are you absolutely sure Windows isn't stupidly hiding the extension like it always does? Open My Computer, go to Tools -> Folder Options -> View Tab -> Uncheck "Hide extensions for known filetypes".

Other than that, I think you need an extra line at the bottom of your autoexec.cfg.

Aha, there we go, so it was a .txt file all along. Now the question is what to do with it?

With most files, changing the extension doesn't actually change the filetype, but in this case, a cfg file is exactly the same as a txt file, but with another extension.
