I just noticeted that he is BANNED.But Why :(

You are probably thinking that an SSNTails is banned from the Masterserver. But he actually isnt... There are many Users who like to impersonate Admins/Moderators, Like SSNTails or Mystic, are commonly used.
So the server you saw was probably a fake SSNTails server
