A long time ago, The SRB2 Wiki's page, the Level Header page had an base for the Header.
But after those days, the base for the header was gone. Is that a mistake, or intended?

It's not called the 'base' but this is what I look at whenever I'm making a map. Right off the Wiki, by the way.
