Srb2 Ms Launcher help

For some strange reason everytime I open the program, it always seems to say:

"Network error: No connection could be made because the target machine actively refused it 208.94.247.58:28900".

I have unblock as much as I could and redownloaded twice.

Also I've realized every time MS gets clogged with servers that weren't unregistered properly, MS stops working fine (at this moment there are 53 servers registered), maybe this is just a coincidence.

Perhaps, if it's possible, the almighty Spherical one could make the MS auto-purge any ghosts at regular intervals. This would reduce his workload, and the MS wouldn't overload. Servers that actually ARE connected would be re-listed by the "heartbeat" data packet, right?

Heartbeat is gone, and besides, it's fixed in SRB2ME.
