It may actually be the best in terms of the way the game is packaged. While it is technically incomplete, it does have a strong sense of progression throughout (with unlockables, ect...) and the game itself actually has a proper ending (even though it is probably not in its final form).
The vast majority of other Sonic fangames are either level collections, one level demos, or proof of concept games, and many have not seen consistent progress over a period of more than a decade.
Then there is the engine and the modding, SRB2 now has very strong modding capabilities, and the team has complete control over the engine due to it technically being its own variant of an open-source 3D engine (so there's no dependence on other teams to get needed or wanted features in).
I easily consider it the best, and the gap between it and 2nd place grows more and more depending on how broad your definitions are (e.g. are mods included? Is SRB2K considered a mod or a separate game? etc.)
