I don't think it's a rule 15 infringement, he just said he wish a Sonic Triple Trouble mod, i think he is not requesting anyone to make a mod for him (if a understand him right).

Depends. From the fact he said sorry in the suggestions thread, it sounded like he knew, and apologized. And it doesn't seem like he read the rules, despite me (though rather in an odd way, which I should have stated better) saying he should maybe read the rules.
