Hey Im Just Listening To Sonic the hedgehog 4 ep.I ost And i liked the Mad Gear Zone Act 3 And Im Just Thinking To Recreate This Level But How?

Um... Zone Builder? If you care for the stage, then you would make one for it on Zone Builder. And I'm assuming you know how to use Zone Builder.

Well of course it does. So if you're really that devoted you would make that stage. But if you're not, you don't have to complain and ask how to make it if you're not devoted to doing it yourself.
