Sonic Jam:Sonic 2-No Tails flight ability?

It's amazing that they added a spin dash for Sonic The Hedgehog in Sonic Jam, but I'm surprised that they didn't add Tails' flight ability in Sonic 2. Isn't that shocking or what?
