BOOM.EXE is a DOS program that only runs in Win9x or DOS. You can try setting XP's compatibility modes but no guarantees.
An alternative would be to dig up Lee Killough's "PrBoom" and edit sonic.bat and change boom.exe to prboom.exe . It won't give you everything (a few things in SD2 are hardcoded, like per-level skies and some text), but it should work.
I still have the source... I should just recode it in PRBoom.
Doom Legacy isn't the best port out there to do anything with at the moment. I don't think it even supports all of the Boom/MBF extensions. Actually, if anything, GZdoom would work for something like SD2. It doesn't have so many bells and whistles as most other GL ports, so it'd be easier.
Because Sonic Doom 2 was designed for Boom, nothing else. Certain things only work the way they're supposed to when you use the original Boom. (i.e., map 19 (?) and part of death egg 1 is totally broken if you dont use boom)
