Go into the Gamepad Options menu (found under the Player x Controls menu.) and map fire and/or fire normal to the axis corresponding to the axis your triggers use.
You can view data like that in the "Set up USB game controllers" application in Windows. It'll display what inputs Windows is recieving from your controller, and if your controller has triggers that use analog axis, you can set the fire/fire normal functions in SRB2 to those axis.
The simple explanation assuming your controller acts like an Xbox 360 controller, is to just set fire to Z-rudder and fire normal to Y rudder. (or something more custom if you prefer.) Z-rudder is the right trigger, and Y-rudder is the left trigger.
I don't know how it differs from an Xbox 360 controller if at all.
