Some people time out trying to join my server and some people don't

I don't know how to find the issue with this becuase it's not constant. Sometimes people hang on "connecting to server", sometimes they hang on downloading the addons. And sometimes they can get in fine. Why?

I also can't make a discord invite like I can while in someone else's server, and that's perplexing.,
