Server names through launcher

I need to know how to name a server with the launcher.

I don't know. My best suggestion would be to go to Options-Server Options-Server Name, then name the server.

Yeah, SERVERNAME just sets the default server name for the next time you host.

It should. What happened when you tried? Did it just end up being the default "SRB2 Server"?

In the meantime, make sure you only have one SERVERNAME command (between config.cfg and autoexec.cfg -- the latter is too late for the launcher, though) and try putting double-quotes around your server-name (can't remember whether it's actually necessary).
