Just OP (overpowered)
SMS
E-102 Gamma
Samus
DoomGuy (most badniks and bosses one shoted)

Broken in Super (or other forms)
Elfilin
Xsonic (Super or Dark)
Inazuma (Ultimate form)

Not so op but broken (with his possible lose but hard)
Skip (his can make metal from badniks and craft any powerup)
NTOPP (his forgot about crashing or watch, his can't die)
Kazuma (In Heat Mode you can just hold spin for homing on any badniks)

Guess it's all

Oh i remembered, Kiryu KAZUMA
 
The Mario Bros do pretty well in chaos mode, specially when you have a golden flower to grab rings and the super form. Basically you got a support to maintain your own super (or dark form, looking at x Sonic) and help other players
