(SDL2) Music speed modification doesn't work

Modifying the music speed using the Tunes command (Such as "Tunes 2 1.4") doesn't work in the normal exe. However, it does work as before in the srb2dd exe.

Lack of support for a feature is not a bug.

SDL2_mixer has no support for pitch and/or speed shifting. If no alternative way can be found to support it, it's likely the speed modification will be removed for later versions (i.e. 2.2).

Ah, alright then. Though the help text for the tunes command does still mention the ability to do so, so that might be worth changing.
