Isolated Case (SDL2) Movie Mode Will Not Work After Altering the Save Location

After customizing SRB2's settings on where to save pictures and gifs, I wanted to record a .gif but it would not allow me to do so. I tried on regular SRB2 and it seem to work fine and I went back to SDL2 and started movie mode through the console and it worked fine. Even when setting the location back to it's default location doesn't fix the problem. It's just pressing F9 doesn't do anything. Taking a screenshot still works after changing the location to save screens and gifs.

I'll get a video of me trying to activate movie mode just to make it clear that I'm not doing anything wrong or lying about the situation. Also is it possible to assign another key to start movie mode or is it always mapped to F9?

It's a hardcoded key mapping, but it's always possible to use a weird bind/alias setup to bind a key to alternate between startmovie and stopmovie.
