The camera rotate buttons do not work outside of analog mode. This hinders character wad judgment, and taking screenshots.

Intentional, if I do recall correctly, with the reason being how easy it is to accidentally press the rotate camera buttons and how much of a sheer pain it is to get it set back to the correct angle (0) without opening the console.
