I'm mostly sure there isn't a way to get this ring.

This looks like the old Attraction Shield bug, where rings can get stuck in walls if you lose the Attraction Shield in a certain way.
 
It looks like there's a bit of empty space between the two spots so I thought it was the remains of an old path that got removed or something. Kinda looked like it was a secret at first so I looped around from the other side of the elevator as Knuckles but nope.
