It is a Mario CHAO.

look on the internet for a sprite sheet from super mario world... now, use the exact shadings on yout chao's mario hat, and make it look symetrical. (so chop the chao in half and decapitate it. then but on the hat and suit to the 1 halfs, re-attacch the head and copy + paste + flip vertically.
