What part of 'SRB2 History' don't you understand?
A .pk3 can't actually hack you if you open it in SLADE, but i checked it and it doesn't work because the S_SKIN is formatted wrong.
Now, I don't know how lua works in it's entirety yet (eventually i will), so that i can't help with.
I ran it in srb2 as is, it doesn't work at all, as you stated.
But, if it gets modified a bit, it should work in a basic state.

ok, i'm trying to make an srb2 mod with this, also this my first time making a mod, so it makes sense this is kinda odd.

If you'd like, I can build a properly made SOC for the character and character select screen, and explain the changes + how it works better (so you learn how to make such SOCs)
If yes, make a new thread in the Modding Help section, and I'll help you out there (you're not supposed to put modding help stuff in regular SRB2 discussion).
