Problem with CTF Flag Return Sectors

As the "Level Design 101" page on the SRB2 Wiki recommends, I am adding the Flag Return property to the damage-dealing sectors in my level. The problem is that whenever I add this property, the sector starts dealing damage to anyone who so much as enters it! I just want them to be hurt when they touch the floor. How do I make it so that the sector deals damage only when a player touches the floor, but any flag inside it will automatically return?
 
Not sure about this, but maybe you should tag the Flag Return property to the control sector that activates the damage.
 
Well, you could set the ground to damage, and have flag return be an invisible, intangible FOF or something.
 
It's possible you have found a bug. Are you sure the flag return is causing damage by entering the sector?
