Fixed Playername max length is different between console/player setup menu

As the title says, by using the console command "name" you can get a higher limit for your player name (1 more character) than what is possible by using the player setup menu.

The fix has just now been merged in, the multiplayer select menu should work properly in the next release of SRB2 (whether it be 2.2 or another patch to 2.1).
