The server doesn't have any lag, but people keep getting kicked from the server. What is causing it?

The server doesn't have any lag, but people keep getting kicked from the server. What is causing it?

if you load addons people in the server don’t have, they’ll be kicked

Yea, I know that, but this is not my problem. On my server, it randomly kicks a random player after a while (while the server lags for others) and always gives them a (Connection) Server Timeout when the server syncs. But thanks for the answer anyway.
