What he means is, what is your exact problem? What lump editor do you use? XWE or SLumpED?

I would highly suggest using XWE instead of SLumpED, as it is more user friendly and converts everything to the 2.0 palette automatically. XWE also automatically assigns offsets for your graphics.

For some resson it is not giving offsets.

You need to use Load, and not Load (Raw data) for it to convert correctly.
