You should use something like sendspace or megaupload or srb2ffh or anything that doesn't require to sign up for it.
You also need to place the wad in the proper place in the releases section of the forums.
Since I can't see the wad, I will assume its this character below.
If it is, those types of character wads fall under Rule 12.
