It's the first out of two important links on the main page of this message board. Unless you were speedrunning the registering process, it's pretty hard to miss it.
That's true, it doesn't talk about posting fanart, however you aren't just posting fanart.
The post you were first warned for was for asking people to make things for you.
The post you are now being warned for was make a thread for a project without proof of having started it.
Before saying "Hey guys, I'm working on a mod!", you usually want to have some work done beforehand apart from the planning stage. You know, having done several sprites already and trying them out, or playing around with Lua and making custom behavior with it.
It depends on what do you want to do and whether the tools of what you want to do are available for your operative system.
One of the main modding tools is SLADE.
Since Chrome OS is a Linux based OS, you should be able to download the Linux version of SLADE.

By the way, what you are doing now is pretty much off-topic to what the thread was about, so I'm going to lock it for now.
Feel free to make a new help thread once you've installed SLADE, have at least skimmed over the SRB2 Wiki on how to do something, and are ready to tackle modding.
