If you need help making sprites, on the wiki there’s an explanation on how to do sprites and all the technical aspects of such process. For easier access, here’s two links on it;

Sprites; https://wiki.srb2.org/wiki/Custom_character_tutorial/Sprites
Kart on Sprites and Custom sounds; https://wiki.srb2.org/wiki/SRB2Kart/Character_WAD

If your looking for how to do sounds, in the Custom Sounds section of the S_SKIN portion of the should detail every sound you need (found here: https://wiki.srb2.org/wiki/S_SKIN#Custom_sounds )

Sadly I can’t help you in terms of how to make good sprites or sounds. (Especially voice-acting) Like you’ve done with Hiyori Tamura, finding a voice actor from another game is your best bet.

2.3 will have menus

Sprites and sounds are 100% of a Kart character - their skin names and kart stats are trivial and don't count as actual work in progress. You can either remake a thread asking for technical help in progress you may already have and can demonstrate, but as it stands you're basically asking for people to make resources for you. Avoid doing it again.
